Background to Charlesfield First Renewable Energy Project

Charlesfield First LLP ("CF LLP") is seeking to deliver economic diversification, security of energy supply and environmental benefits to the Scottish Borders through the creation and operation of the Charlesfield Biomass Combined Heat and Power ("CHP") plant which will generate around 15 MW of heat and electricity for sale and/or use. This will also assist in delivering an expansion of Charlesfield Industrial Estate.

There is the related proposal to create a wood pellet manufacturing plant and to open up the newly zoned Charlesfield expansion area for commercial opportunities and in all over 120 new full time equivalent jobs could be created.

The proposed location of the Biomass CHP Plant is shown on the site plan attached below. The capital expenditure on technology and infrastructure for the Biomass CHP plant will be in the region of £20million - £25 million.

The capital expenditure for the creation of a District Heating Network between Charlesfield, St. Boswells and Newtown St. Boswells will exceed £15 million, and the technology is capable of taking the heat further, possibly to the Borders General Hospital.

Subject always to detailed scrutiny of proposals Scottish Borders Council ("SBC") wishes to promote the creation of local renewable energy resources as set out in the SBC Structure Plan and the new SBC Local Plan which was published in Sept 2008.

Sites suitable for a Biomass CHP plants are not readily available in the Borders and Charlesfield stands out as it benefits from its newly acquired zoning for industrial purposes; proximity to the A68 trunk road and the proximity of a sub station allowing access to the National Grid connection.
